Аннотация. В статье подробно изложена авторская система показателей, рекомендуемая публичным образованиям для управленческого учета и анализа эффективности своих финансовых отношений, столь значимых для страны и ее населения, помогающая им проводить комплексный и си-стемный анализ результативности и затратности потребляемых денежных ресурсов в процессе осуществления деятельности. Основу построения данной системы составляет сфера деятельности публичных образований, включающая в себя общественное воспроизводство, экономическую политику и внешнеэкономические связи, опираясь на которую сформированы взаимодействующие друг с другом факторные и результирующие показатели (доходность и расходность финансируемых государственными и муниципальными органами власти мероприятий по обеспечению социальной стабильности). При ее построении использованы расчетно-конструктивный, дедуктивный и индуктивный методы, дающие в своем сочетании прочные причинно-следственные связи между общей результативностью и общей затратностью и образующими их частными однородными индикаторами. Применение такого подхода принесет публичным образованиям точные сведения анализируемых параметров, ориентируясь на которые они смогут оперативно выявлять и ранжировать резервы оптимизации финансовой выгоды и быть уверенными в правильности принимаемых решений.

Abstract. This paper describes in details the authors’ system of indicators recommended to public entities for management accounting and analysis of their financial relations’ effectiveness, which are significant for the country and its population, helping them to conduct a comprehensive and systematic analysis of the efficiency and cost of consumed monetary resources in the course of their activities. The basis for constructing this system is the sphere of public entities activities, which includes social reproduction, economic policy and foreign economic relations, based on which factor and resulting indicators interacting with each other (profitability and expenditure of measures financed by state and municipal authorities to ensure social stability) are formed. When building the system, the computational and constructive, deductive and also inductive methods were used, which in their combination give strong causal relationships between the overall performance and the total cost, as well as the particular homogeneous indicators that form them. The application of this approach will bring accurate information of the analyzed parameters to public entities, based on which they will be able to quickly identify and rank the reserves for optimizing financial benefits and be confident in the correctness of their decisions.
